Description of Existing Activity: The application is for a renewal of an NPDES permit for an existing discharge of treated Industrial Waste.

The receiving stream, Monongahela River, is located in State Water Plan watershed 19-C and is classified for Warm Water Fishes, aquatic life, water supply and recreation. The discharge is not expected to affect public water supplies.

CHAPTER 102 - EROSION AND SEDIMENT CONTROL GENERAL PERMIT FOR EARTH DISTURBANCE ASSOCIATED WITH OIL AND GAS ACTIVITY

NPDES Permit No. ESG00007170003. Shell Pipeline Company LP (150 North Dairy Ashford, Houston, TX 77079). Allegheny, Beaver, and Washington Counties.

The Department of Environmental Protection (Department) provides notice that the Chapter 102, Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities (ESCGP-2), Notice of Intent (NOI) is currently under technical review for Shell Pipeline Company LP's Falcon Ethane Pipeline System, including the associated pump and valve stations, access roads and other ancillary earth disturbance activities.

 This authorization of coverage is required for earth disturbance activities associated with oil and gas exploration, production, processing or treatment operations or transmission facilities when earth disturbance is 5 acres or greater. Review of the application is being coordinated with the Department's Southwest Regional Office and the associated county conservation districts.

CHAPTER 105 - WATER OBSTRUCTION AND ENCROACHMENT

The Department of Environmental Protection (Department) provided notice on January 20, 2018, of three water obstruction and encroachment permit applications for the Shell Pipeline Company LP's Falcon Ethane Pipeline System. The January 20, 2018, notice started a 30-day public comment period. By this notice, the Department is extending the comment period until Tuesday, April 17, 2018.

 2. Construct and maintain a 52 foot 12" ethane pipe crossing under Potato Garden Run (WWF) and an additional twenty-one (21) crossings under UNT to Potato Garden Run (WWF);

 3. Construct and maintain four (4) 12" ethane pipe crossings under UNT to Raredon Run (WWF);

 2. Construct and maintain a 44-foot ethane pipe crossing under Mill Creek (WWF) and eight (8) ethane pipe crossings under UNT to Mill Creek (TSF);

 3. Construct and maintain a 72-foot ethane pipe crossing under Peggs Run (WWF) and three (3) ethane pipe crossings under UNT to Peggs Run (WWF);

 4. Construct and maintain three (3) ethane pipe crossings under UNT to Haden Run (WWF);

 5. Construct and maintain a 50-foot ethane pipe crossing under Service Creek (WWF) and thirteen (13) ethane pipe crossings under UNT to Service Creek (HQ-CWF);

 6. Construct and maintain two (2) ethane pipe crossings under Gums Run (WWF) and eight (8) ethane pipe crossings under UNT to Gums Run (WWF);

 7. Construct and maintain two (2) ethane pipe crossings under Raccoon Creek (WWF) and twenty (20) ethane pipe crossings under UNT to Raccoon Creek (WWF);

 8. Construct and maintain a 65-foot ethane pipe crossing under Fishpot Run (WWF) and five (5) ethane pipe crossings under UNT to Fishpot Run (WWF);

 9. Construct and maintain ten (10) ethane pipe crossings under UNT to Frames Run (WWF);

 10. Construct and maintain twenty-three (23) ethane pipe crossings under unnamed wetlands.
