To object to any mining permit, to request a public hearing, or to file a complaint, write to the Pennsylvania Department of Environmental Protection (PA DEP). In your letter, include your name, address, telephone number, and a brief statement as to the nature of your objection or complaint. Mail your letter to the appropriate PA-DEP office--the offices vary by county. To find the appropriate address, please contact us. We have sample request and complaint forms available to assist you, and we can provide help in filing complaints as well.

Blast Notice: Opfermann Mine, SMP #63090102
Somerset Twp, Washington County

Opfermann Mine NOTICE Neiswonger Construction, 17592 Route 322, Strattanville, PA 16258 proposes to conduct overburden blasting in compliance with all state and federal laws (as written within the “Surface Mining Control and Reclamation Act of 1977”) at its surface coal mining operations located in Somerset Township, Washington County, known as the Opfermann Mine, SMP #63090102. The permit is on lands now or formerly of Robert & Roberta Opfermann and Wilbert & Beverly Obringer. Blasting is proposed between the hours of sunrise and 8:00 AM, 8:00 AM to 12:00 Noon, 12:00 PM to 4:00 PM, and 4:00 PM to sunset everyday except Sunday from June 2010 through June 2011. Warning signs will be placed at every entrance to the operation and three (3) - five (5) second signals of sufficient power to be heard Yo mile from the blast site, will be sounded one (1) minute but no more than 2 minutes before blast will be blown. One prolonged ten second signal of sufficient power to be heard Yo mile from the blast site will be blown as an all clear signal. Rain, lightening, or other atmospheric conditions, or operator, or public safety, are considered emergency situations and may require unscheduled detonation. If this occurs, identical warning and precaution measures will be taken. 7-21

Blast Notice: High Quality Mine (No. 63921301)

PUBLIC NOTICE
Notice is hereby given that UMCO Energy, Inc., 279 Shannon Road, Monongahela, PA 15063, shall conduct underground blasting activities within the designated blast area of their High Quality Mine, Permit No. 63921301, situated in Fallowfield Township, Washington County in accordance with all State and Federal Laws. The surface site permit boundary is comprised of 64.6 acres and is situated along S.R. 481, approximately 3,500 feet west of the village of Ghennes Heights. The Monongahela and California, PA, USGS 7.5’ topographic maps contain the area described. Blasting is proposed is on the lands of Wenonah Properties LP.
Blasting will be conducted between 8:00 a.m. to sunset Monday through Saturday beginning April 12, 2011 through April 11, 2012. Blasting at other times will only be in an emergency situation as approved by the Regulatory Authority. These emergency situations include, but are not limited to, atmospheric conditions, mechanical or electrical failure, or any dangerous conditions to individuals or equipment, which may require unscheduled detonation.
Signs shall be posted at the mine entrance to control access to the blasting areas. At least one minute but no more than two minutes prior to detonation, a warning signal of three (3) blasts, each lasting approximately five seconds, will be heard. The warning signal shall be of sufficient power to be heard one-half (1/2) mile from the blasting site. After the blaster-in-charge has determined that the blast area is safe, the blaster-in-charge shall sound an all-clear signal, consisting of one (1) long blast, lasting approximately ten seconds.
